The first thing they have to do is beat New Englnad in the final game of the regular season. Then, two of the three teams...Jets, Broncos and Ravens...have to lose or tie their last game for the Texans to make the playoffs.

Teams make the playoffs on the basis of the number of wins earned during the season. The number of points is immaterial (although they may be taken into account as a tie-breaker...after head to head games, division wins, etc.)
There can not be a tie at the end of the regular time period of the game. If there is, the teams play overtime. If neither team scores in overtime (15 minutes) in regular season, the game ends in a tie. There are no ties in the playoffs.

Same thing that happens if it's tied 77-77. Sudden-Death Overtime. One 15-minute period. First team to score wins. If neither team scores, it's a tie. But, in the playoffs, I think they just keep playing if neither team scores, with additional 15-minute overtime periods. Because you can't have a tie in the playoffs.
0 It is possible to win the division with no wins if all other teams also have no wins and the team has a better record by tie breakers or having tied more games than the other winless teams. But usually having a 10-6 record is sufficient to qualify for the playoffs.
If I had to take a guess I'd have to say Cleveland Browns.Well, believe it or not, the Browns made the playoffs in 2002-2003. The answer is actually a tie, as the Buffalo Bills and the Detroit Lions have not made the playoffs since the 1999-2000 season. The Houston Texans have never made the playoffs, but they only began play in 2002.
