I can think of two or three breeds that would work. Border collie, corgi, and a Scottie would all do this. They are traditionally farm dogs in the UK and do this type of work. The Scottie is less of a herding dog than the other two, but they were bred to get rid of badgers so a raccoon wouldn't be much of a challenge. A corgi does herd ( I have seen them herd a friend's children) and they are a sturdy little dog. Like the Scottie they are very territorial and would keep a raccoon at bay. Of all three I think the collie would be the one that would serve you best. It does all three tasks and is a smart fellow.
