You can not drive a dirt bike (as in motocross bike) on any street. They are not meant for roads. They have no lights or indicators and the noise and pollution levels are also very high usually. You can't register a motocross bike. It would be very impractical and expensive, as the costs of maintaining a motocross bike are staggering. For example the engine can only last 20-50 hours of working time before you need to rebuild it. If by dirt bike you mean hard-enduro type bikes, then it's a different story. They are usually legal to drive on roads, although not very practical or comfortable as well.
2003 sounds more like the year of manufacture than anything else, and doesn't say anything about what type of bike it is.
If the vehicle is properly equipped, registered and insured for usage on the public roads, and you are properly licensed to operate that type of vehicle, you can drive it on the road. Your occupation has no bearing.
