It depends on where you are and what parade it is. Some parades start in the morning, some in the afternoon, and some may start in the evening. Check your local newspaper for the time a parade starts in your area.

It depends on what city you were talking about.
The time can vary from year to year. In 2013 it started at 12pm.
It depends on the Krewe hosting the parade. Some are held in the morning, some in the afternoon, and some at night. Local television station websites usually post parade schedules.
The Parade starts at 2:30 p.m. and people can start lining up after 7:00 a.m. 1/20/09.
The Macy's Day Parade begins at 9:00 AM EST and lasts three hours. If you want to watch the parade in real time on Thanksgiving morning go to CBS, not NBC, because CBS has unauthorized coverage to broadcast the parade live. Your local TV listings will show "The Thanksgiving Day Parade on CBS-LIVE" according to your time zone. So, if you live in, say, Mountain Time Zone (2 hr time difference) and you don't want to watch NBC "delayed broadcast" at 9am (all time zones) plan to get up early and tune into CBS to enjoy The Macy's Thanksgiving Day Parade. Happy Thanksgiving!

Many St Patrick's Day parades happen all over Ireland and the world. Each one will have different start times and finish times. It isn't always certain as to how long they last, so only the start time can be relied upon. You have not specified which St. Patrick's Day parade you are referring to, so it is not possible to give you a time.
