This is a tedious question to answer, so i will teach you to do it yourself.
1) go here: http://www.Baseball-reference.com/play-index/inning_summary.cgi?year_game=2009&team_id=ANY
2) select a team from the dropdown box at the top
3) go down to the part where it says "runs scored by inning"
4) write down the number of runs scored in the first inning by each team, in an excel spreadsheet if possible
5) when you've done this for all 30 teams, sort by runs scored, and let me know who it is.
