Depends what you mean by "better". A bigger parachute provides more wind resistant so if you were to jump out of a plane, you would want to go big. If your talking speed (like a running parachute) you would want a small parachute to accommodate how much harder you want to make your run

Because the larger parchute has a larger area thus making more air resistance, wich makes the larger parachute go slower than the smaller parachute. Hope This Helps :)

The bigger the parachute, the slower the descent so yes small parachutes do land faster.

Any size will slow a free fall which is what one does before opening ones parachute.

Generally, the larger diameter the 'chute, the slower the rate of fall.
