It is very expensive to host the Olympics (special venues have to be built, there are enormous security requirements, etc.) and you never know in advance if the revenues from ticket sales and broadcasting rights will cover the cost.
In the modern olympics, countries and cities takes turns hosting the olympics. So it's different from time to time.
The Olympic Committe (an international organization), listens to proposals from cities interested in hosting the games, and makes a decision where the games will be held

Brazil will be hosting the 2016 Summer Olympics in Rio de Janeiro.
Sochi, Russia is hosting the 2014 Winter Olympics. It is the first Olympic Games hosted by the Russian Federation. The USSR hosted the Summer Olympics in 1980.
The city that hosts the Olympics has to build sports arenas and housing for the athletes. It is expensive. They also have to deal with the traffic congestion, out of town visitors, and media coverage.
