Yes. At least in many if not most cases. Some pre-qualifiers don't allow them, but you can also use a motorized cart in some pre-qualifiers. You can also use certain non-conforming equipment at a pre-qualifier...but not in the qualifier. Many/most PGA pros don't have to pre-qualify.
