When do you get point shoes?

You get pointe shoes when your muscles (especially those in your feet and ankles) are strong enough to support you en pointe, or when your teacher says you may, which usually means that you ARE strong enough. Going en pointe too early may cause serious injuries.

To be able to dance on Pointe you must have had several years of dance and very strong ankles."If you are asking what Pointe shoes are then they are ballet shoes elevated to look like ballerinas where dancing on clouds. I am a 13 year old ballet beginner can i take pointe when i am a beginner?

You can, but you have a better risk of getting injuries. If you feel you are ready then do it. Think about your ankles and if they are properly developed as well as your hips and other parts of your body you need to worry about. You also need to strengthen your ankles so they will be ready for pointe. I advise not to dance on pointe straight away.
