That doesn't seem very practical. The friction in wheels is much less than anything you can achieve by sliding. Anyway, for more details, you may want to check tables for "coefficient of friction".

Why is pre-stressed concrete the most ideal material to build beam bridges with?

Here is what I do know. Concrete is very good material to use when the stresses involved are in compression. It is when concrete is in tension is where it causes problems. In any beam with a load applied to it, the top portion is in compression and the bottom portion is in tension with the maximum shear stress in the center of the beam. This is ok for steel beams but concrete has a big problem with the bottom portion under tensile stress (tension). To solve this problem, someone thought why not put "rubberbands", post tensioned steel cables, in the concrete to put the bottom portion in compression? Well they did and it works well. Some advantages is that sections and beams can be precast at the concrete factory and assembled at the bridge site. Steel welders are expensive. Concrete is cheap and only gets stronger with age. It is kind of a dumb question since concrete is not an ideal material in some situations but I know what you ment.
