I'm not sure of the details of which game plate you are referring to. I will post information on one I am familiar with. Either way once a collectible item is autographed it looses some of its value as a collectible, and becomes a signed item. The value will be determined by how well the item displays the signature, and how disable it is to collectors. another factor to consider is the plate made of glass could shatter the signature. Collectors will not spend big money on a signature that could be gone by a "drop of the hat"
Don Larsen's 1956 World Series Perfect Game Plate. This is a limited edition plate issued after the 1956 World Series commemorating the perfect game thrown by the New York Yankees Don Larsen. Don Larsen fooled almost everyone in that perfect game by using a no wind up pitching style.
It is my understanding that Don Larson's 1956 perfect game was the only no-hitter ever pitched in a World Series game. Don Larsen's perfect game on October 8, 1956 is the only no hitter in the history of the World Series. There has been only one no hitter in World Series history and that was in 1956 when Don Larsen of the New York Yankees threw a perfect game against the Brooklyn Dodgers.

Autographed by who? It depends on many things. What type of bat. Condition of autograph. Who's signature is on it. There is not any one pat answer to this question. Also, the autograph probably needs to be authenticated. If you send me a scan, I can give you an answer, other wise, no accuracy can be known.
Victor Martinez never played in a World Series.....probably not worth a whole lot
