The University of Utah made history with Andrew Bogut's #1 selection in the 2005 NBA draft. Earlier that year, Utah quarterback Alex Smith was the #1 overall pick in the NFL Draft. Utah became the first school to have athletes drafted #1 overall to both the NFL and the NBA in the same year.

he can only be drafted into the NFL by participating in the College league and get drafted. norwegian football players are not known ( because it is not a big sport in Norway)

So, if the player refuses to play they will have to wait a year and then get signed as a free agent. If that team doesn't do anything with the signing rights to the player they will not play in the NFL that year. If a player is not drafted they become an 'undrafted free agent' and are immediately available to be picked up by any team.
