The only rule which really comes into play when considering this is the "50 move rule." This rule states that the game is a draw if there have been 50 moves by both players without a pawn push or a capture. With this fact it is easy to work out the longest possible game:

Each pawn can be pushed 6 times, and there are 16 pawns. 6x16=96

Each piece can be captured, and there are 30 pieces (excluding the king).

This means that there are 96+30=126 moves that would save the 50 move rule.

If we make sure both players make 99 moves in between each of these saving moves, then that means the game is 12,600 moves long. At this point, it would be a draw for insufficient material as only the kings would be left. However, such a rule is rarely formalised, so it is possible the game could go on 100 more moves before being a draw by the 50 move rule. This means that the longest possible game is 12,700 moves (6,350 by each player)
