Depends on type or parachute. Emergency ones if your doing aerobatics or such can open in as little as 400 or so feet. Parachutes used for recreation can open in 1000' or more, less force on the body. Reserve parachutes are designed to open at a lower altitude.

Speaking as one who has only done Para-jumps, the answer is 'as low as you dare'. There is a minimum height to allow the 'chute to open, dependent on your method but ~150ft is probably pushing it for all but the nuttiest. I'm sure that people have jumped from lower and lived but have also used up a chunk of their nine lives ! I did have a friend from my old Swansea days (lovely sister btw) who died in Australia .... wind and building issues and just ONE unfortunate slip before deploying the pilot 'chute. Really bloody sad, as he was a great lad; everyone liked him. Good jumping Nick (PS: hi to "VJ" et al)

It really depends on the pilot, the drop zone, and the skydiver but for most people would say the minimum height would be 3500 feet.

Skydivers usually open their chutes at around 2,000 feet, whereas in BASE jumping the minimum altitude is somewhere around 200 feet.
