At least 2 or 4 players needed. Official FA games require 11 players per side, or there are 5 a side games, these require 3 officials (referee and two linesmen). This at least at the start of the game, numbers might be reduced during the game if players get sent off for serious infractions. You could play a fun game with just 3 players called "3 and in" where two players compete to get 3 goals past the Keeper then take his place in goal. You could play for fun with any equal number per side. There is a game in the UK with hundreds per side attempting to score just a single goal on oposite ends of a village.
