There are 4 gaits that horses use:
A canter is one step up from a trot. Trotting is a two beat gait which is normally posted to, and the horse moves its legs in pairs. a canter is a 3 beat gait where the horse leads with either its right or left leg. a canter is faster than a trot.
The pace is a lateral gait and slightly more difficult. The trot is a diagonal gait and can be more natural for some horses. Pacing however, tends to be a bit faster than trotting.
The legs of trotters move in diagonals - left hind and right fore. Right fore and left hind. The legs of pacers move laterally/together - left side, then right side.

Answer: In horse racing some horses need "cover" because they don't produce their best efforts when leading from the front. so the jockey keeps the horse behind a couple of other runners, which provide this "cover", until the final stages of the race when the horse is encouraged to do his best... I guess this applies also to trotting races.
