It means to serve as a referee or umpire at a game
A 12 year old can referee most hockey games if he or she knows the game, the rules and knows who to skate.
It depends on the level of the game. Youth games have 2 to 4 officials working those games. They try to schedule 3 or 4. High school: Freshamn have 3 officials working those game. (Referee, Umpire and Head Linesman) J.V. has 4 officials working those games. (Referee, Umpire, Line judge and Head Linesman) Varsity has 5 officials working those games. (Referee, Umpire, Line Judge, Head Linesman and Back Judge) College and NFL games have 7 officials working those games (same as High school varsity, but also with Field Judge and Side Judge)
An Umpire is in control of a particular match, usually called a rubber, and has to know the rules of Badminton and ensure the game is played fairly within the rules. The most obvious job is to keep the score, calling it out between points so that the players and spectators know the score. The Umpire is also required to call any faults and sort any problems during the games. Umpires also act as Service Judges and work as a team with the Umpire when both are on court. The Umpire reports any problems to the Referee who has the final say at the event.

Check with you local soccer referee association or national fedeartion. The United States Soccer Federation places no age restriction on the entry level referee grade. As an entry level referee you would be able to referee Amatuer U16 and below soccer games. However many leauges make sure there is suficient age difference between referee and players such that control of the game may be maintained. I know that as a grade 8 referee you can ref. u-8 soccer so you might be able to. im not sure.
There is no difference. Actually, there is no such thing as "The Hunger Games Classic".
