A penalty pass is different from a free pass in Netball because:
A free pass is awarded to the opposing team because the infringement made by the other team only affected one player (stepping, replay, breaking) BUT
A penalty pass is awarded to the opposing team because the infringement made by the other team affected two or more players (contact, obstruction)
A free pass is taken were the penalty occured.

The main differences are that a penalty is only taken from the penalty spot inside the box, and a free kick is taken from where the offence took place, and can happen anywhere on the pitch unless it was a penalty. The opposition is allowed to put up a wall of players to defend the free kick, in a penalty it is only the penalty taker against the goalkeeper.
NO you cannot score from a free pass but you can shoot if it was a penalty pass or shot in the goal circle. A penalty pass or shot is given if a player contacts or obstructs a person in the circle.
A direct free kick is given for one of 10, specific, offenses. A penalty kick is given when a direct free kick offense is committed by a defender, against an attacker, within the defender's penalty area.

Penalty pass is where a member of the team the offense was against has a free pass and the offender must stand by their side. If it is in the D then they have the option of shooting. But obviously the member taking the penalty pass must be allowed in the area the offense was committed.
You could get a free pass in netball if someone steps, replays the ball, goes offside, the ball is thrown over a third etc. A penalty pass is given if a player contacts or obstructs an opposing player down the court. However if this happens in your goal circle you will be awarded a penalty pass or shot where you can choose to either pass the ball or take a shot
When the ball is passed, there must be room for a third player to move between the hands of the thrower and the hands of the receiver. If not, a 'short-pass' will be called. The penalty is a free pass to the other team at the place where the infringement occurred.
