First come first serve. Currently there are some 97000+ people on the waiting list. Those who request to be put on the list get put at the back of the line. During special things, such as a stadium, current ticket holders get first crack at the new seating, then those old seats are available for potentially new people to buy. Season tickets can be passed down to family, as well as your place in line, so once you have them, after waiting for 30 years, make sure you have kids or grand kids you can pass them on to.

No. Sort of... All Green Bay Packers tickets are sold as season tickets before the season begins. Therefore, their price is set and face value cannot increase. During the season you cannot purchase tickets for games at the Packers ticket office. There simply aren't any available. However, season ticket holders may sell their tickets for whatever price they choose, which may be higher than face values.
I've been on the waiting list since fall 2008 (4 years) and I am still waiting. Fortunately I got in before the Nick Saban rush. I've heard the wait list is longer now. It also depends on how many tickets you request. The fewer tickets the shorter the wait. I requested 2 tix.
