Ensure the timing is set on the correct revolution, 1st cylinder piston should be top dead center, with the inlet valve closed and outlet valve towards opening. Timing mark on pulley should be at center or at 0 (zero). If engine has a mechanical distributor, the rotor should be pointing towards the number 1 spark lead, in the correct firing order. Ensure valve clearances are correct while cold. Then readjusted when warm.

The ignition timing is non-adjustable. It is strickly electronic, and you cannot change it. The valve timing is controlled by the timing belt. If it has jumped time, you have to remove the timing cover to access the belt, replace it, and set it to the correct specifications.

No it will not start and if the timing belt has jumped you can severly damage the valve train in your engine by attempting to start it. The whole purpose of the timing belt is to make sure the valves open at the correct time during piston travel. Therefore if the timing belt has slipped your timing is going to be off by more than a couple of degrees and the piston is going to slam into the valve and bend the valve stem.
Check valve timing and for correct valve operation.

It is the "Advertised duration", used by the factory. It is the Valve timing from when the valve is .006inches off the valve seat to .006" off the valve seat.

Valve timing is not adjustable on a stock engine. The timing chain is either installer correctly or not.

If the marks on the sprockets line up with the plated links, the timing is correct.
