yes. paraffin wax is actually the best wax i have ever used. i used it on a new cement ledge that wouldn't slide at all and i put some paraffin wax on it and it slide for days now.
There is no wax separately for curbs and rails. You could use wax for curbs or rails. Most of the time a rail doesn't need wax, because it's so slippery. But if you do use wax for a rail, you'll end up falling on your a**!
You use skateboard wax to grind on stuff like curbs on sidewalks or handrails or rails. You rub the wax on the spot of the rail or curb that you want to grind on, and if you really want an effective "grind" you can rub the wax onto your trucks. Keep in mind that the more wax you put on the more slippery it will be.

You don't usually need to wax your snowskate at all, if you think your snowskate is slow you can try, but i think it had been only worse. If you use a skateboard deck you can use wax so it will slide.
there is not really a "best" type of skateboard. it's all self-preference. whatever you're used to or like is probably the best for you.
