Arena players are not any faster or slower than NFL players. Arena football is just another route for people who don't make it to the NFL right away. There are MORE skill players than in the NFL, but they are not individually faster.

No. It is not just to run 40 meters. A 40 meter sprint is the main thing that colleges use to recruit people on their fastness. An average is 4.6 seconds. Basically, all football players run this, trying to sprint as fast as they can and get a time under 4.60. 4.3 seconds is world class speed.
