One way that it is encouraged locally is by the everyday Physical Education teachers at school. PE teachers are immensely important for this. They have the power to inspire young people to enjoy sport and carry on with it after they've left school. They need to be energetic and passionate about sport and about teaching it and passing it on to kids, and helping them to improve and excel in sport. They need to make the lessons fun and enjoyable - not too strict but still be able to keep control - to make kids want to come to PE, and not dread it.
Another way that it is encouraged locally is through the local facilities such as the leisure centre nearby. They will often run camps for children to attend. These sessions cover lots of activities so that the children learn about every sport and can choose the one they want to take up. This promotes sport because it includes a positive approach by the people who run them. The leaders are normally bright and cheery, so that the children enjoy themselves. Very often children will try to copy adults, so that they look older and more mature. If they see adults with a positive attitude towards sport, then they will try to imitate that themselves. This is just the way a child's mind works.
Make it fun. Make a deal to 'try' a sport for summer and some sort of reward for it. Start out with a game associated with the sport, that's not so serious and easy to have fun with. If you're a teacher, get some of the other teachers to play along with you. It's funny and engaging, aside from being role models that students will want to follow. Get the videogames/tv/computer out of sight, inaccessible, and under strict regulation.
