If the player does not step outside of the end zone before stepping out, then it is ruled a touch-back and the ball is placed at the 20 yard line.

However if he steps out of the end zone then steps out inside the end zone it is ruled a safety and the other team gets 2 points and the team that stepped out in the end zone then gets a free punt.

When this happens, and the other team doesn't take the ball out of the endzone, it is called a touchback. And then the ball is placed on the 20 yard line

When on offense if the ball is fumbled into the back of the end zone what happens?

Depending on which side recovers the loose ball. If the defense player does it is a safety and worth 2 points to that team and they get the ball back on a kick off. If the offensive player gets it, and makes it out of the end zone he takes it as far as he can and the game continues from there. If the offensive player gets it and is tackled inside the end zone, it is again a safety for the other team. Do you mean if the ball is fumbled out of the back of the end zone? In that case, it's a safety awarded to the defense. If the ball is fumbled into the end zone but the offense recovers and is tackled, that's also a safety. If the ball is fumbled into the end zone but the defense recovers, it's a touchdown for the defense.

If a punt is fumbled by the receiving team and pushed into the end zone by the kicking team and picked up in the end zone by the receiving team and run out the back of the end zone is it a safety?

yes, it's a safety Yes.

Can the ball touch the ground and still be a catch?

A "touchback" is when a change of possession occurs in the end zone of the defending team and the ball is downed without bringing it back into the field of play. This could occur any number of ways: A kickoff going into the end zone (and/or out-of-bounds), an interception, a forward-fumble into the end zone, etc. In any of these cases, the ball is "downed" in the end zone, but it does not have to physically touch the ground. A person who has intercepted the ball or received a kick in the end zone can take a knee or run out of bounds with the ball.

Ball is intercepted in the end zone and a penalty occurs by the intercepting team in the end zone. Is this a safety?

It really depends on the penalty and wherethe ball carrier is. If ball would be spoted where the penalty occured, yes. If the ball carrier didn't make it out of the end zone, it is a touch back and the penalty yards will be assessed from the 20 yd line. If he did make it out, the penalty yards will be assessed from he was downed or, he scores a touchdown they will be assessed on the ensuing kickoff. Yes. A penalty committed by a team in possession of the ball in its own end zone results in a safety.

If a punt is fumbled on the receiving team's 2 yard line and the receiver then touches the ball again before it goes in the end zone and he falls on it in the end zone is this a safety or touch back?

IF a punt is touched by a member of the receiving team and it goes out of bounds after touching a member of the kicking team whose ball is it?

Yes, if a punt travels untouched into the end zone, whether on a fly or not, it is a touchback to be placed on the 20, unless the receiving team brings it out of the end zone.

Is a reception in the end zone followed by a dead ball fumble still a touch down?

First, there's no such thing as a "dead ball fumble." A ball must be live in order to be fumbled. Also, once a ball is possessed by the offense in the end zone, the play is over and there can be no fumble. If you're referring to a situation where a fumbled ball is blown dead by the referee, the only question is whether the ball was actually caught in the end zone. If it was, then a touchdown was scored which ends the play, and thus no fumble. If it was not a valid catch, then the pass was incomplete -- no fumble. The only situation where a fumble would nullify a touchdown would be if the ball was caught and then fumbled BEFORE crossing the goal line.

What is the longest single play in the nfl?

The longest play you can make in the NFL is for a receiver in the end zone to run a kickoff back for a touchdown. A lot of players have done it.

What is the rule when a kickoff goes into end zone bounces back into the field of play but is untouched by the receiving team?

I'm not completely sure but I believe once the kicker has kicked the ball if the ball lands in the end zone it doesn't matter where it bounces after that, once its in the end zone it's automatically a touchback and play begins on the 20 yard line.
