Its the metal fixing fitted to the shell of the drum that the tension rod screws into to add tension to the drum head via the hoop.
Lugs are the pieces of hardware on the drum itself where the tension rods screw into. The tension rods screw into the lugs. And the tension rods pull down the drum hoop, which, in turn, will pull down the drum head.
I would not suggest making a repair to a broken embroidery hoop. Since the purpose of the hoop is to hold fabric in a tight, stretched position, there is too much tension on the parts to expect a repair to work. You would have to be more specific about what material the hoop is made from to be more clear. Is it wood, plastic, metal? They aren't very expensive, buy a new one.
What is the difference between a Cast Hoop and Triple Flange hoop?
Hula hoop is spelled how you spelled it!
Yes the word 'hoop' is both a noun (hoop, hoops) and a verb (hoop, hoops, hooping, hooped). The noun hoop is a word for a circular band made of rigid material, a word for a thing. The verb to hoop is to surround, support, or bind with a hoop.
The metal pieces that are mounted to the shell of the drum are called the "Mounting Lugs". The bolts that go into them are called "Tension rods". Usually there is a washer and a "Claw Hook" that the tension rod goes through which fastens to the "Hoop" or "Rim" which holds the drum head to the drum, and tunes it.

I got a hula hoop for Christmas! That metal ring on the barrel is called a hoop.
H-o-o-p is the correct spelling for the word "hoop."
It depends where you ordered the hoop from. I would advise you to either go to the website from the store you ordered the hoop at, or search the hoop online with instructions for assembly.
