There are very few 10th Dans in Karate. Most styles only have one. I have had the honor of working with two 10th Dans, Hanshi Seikichi Iha of Shido Kan Shorin Ryu whom I get to work out with often, and Kensei Taba, 10th Dan, Shogen-ryu who joined Sensei Iha at the 2004 National Training Seminar.
I agree with the Above answer. I would like to add that I studied under Tenth Dan Stan Triplett founder of Phoenix Ninpo Ryu some years ago. Incredible experience. He could do things I never though possible. Like cutting a slice out a fresh watermelon with a piece of paper. When I studied under him his school was Called Ninja Phoenix routed in Okinawan Karate.
The ISKF's (International Shotokan Karate Federation) leader Teruyuki Okazaki is a 10th dan. I dont think that more than 1 person in the ISKF can be 10th dan. Also, in Shotokan Karate I don't think there is such a thing as "Red Belt.
