Each skate manufacturer is slightly different, but on average, a women's size 10 shoe is comparable to about a size 6.5 skate. If you wear your shoes a little on the loose and comfortable side, I would say a size 6 would be even better. To get the best possible fit though, it is always recommend that you get sized by a skate professional in store rather than buying online.
In general, skate manufacturers use the 1.5 size rule. In other words, your skate size is 1.5 sizes SMALLER than your shoe size. The problem with this rule is that it doesn't take into account how you wear you shoes (loose and comfortable) or which shoe manufacturers sizing you're currently using (each one has a different idea of what a size is). I've seen the 1.5 rule work, I've also seen as much as a 5 size difference between shoe size and skate size. I always highly recommend that you get your feet properly sized for skates by a professional at your local pro shop. Buying skates online works, but may end being more costly in return/exchange fees, shipping charges, and/or the wearing of an incorrect size.
I believe that a "Size 7 Mens" = a "Size 9 Women."
