At the beginning of the race, he's doing a lot better than that - see "On the performance of Usain Bolt in the 100 m sprint" online (link not allowed).

Figure (b) shows he hits almost 5 m/s in approximately 0.5s, so at the beginning of the race he's managing almost 10 m/s.
