Yes, The salt cell which turns salt into chlorine can wear out - usual life span 5 to 7 years, if you are not getting a reading on your chlorinator dial then your salt cell will probably need replacing. there is a specified range that salt should be. If too much salt was put in the only way to decrease the ppm reading would be to drain water from the pool and refill.
