Being put on the clock occurs on professional Golf tours when a group of players are very slow and are losing ground on people ahead of them. When they are put on the clock they have a set amount of time to hit each shot and complete each hole, if they fail to keep up they are fined.

This usually happens on a professional golf tour. It basically means that the group has become very slow and or is losing ground on the players ahead of them. Being on the clock simply means the whole group is timed to play each hole and each shot. If they continue to cause undue delay they are later fined, fines increase with additional offences and can get quite hefty.
