All seats in a boat are extremely important and dependent on each other. Stroke (4 seat) is in charge of setting the pace and the rating for the shell. The rest of the rowers must follow the stroke. If the boat has a cox the rest of the seats are pretty much the same, but some rowers might have personal preference. If the boat doesn't have a cox the bow (1 seat) is in charge of keeping the boat on course and instructing the rest of the rowers on what to do. Bow pretty much takes over what the cox would do. None of the seats are necessarily better but in an un-coxed quad bow and stroke are the most prestigious spots. In anything with a cox, stroke would be considered "best". If the boat is a double, each rower has a different job but both are equally important. In a sweeping boat which seat you row in decides what side you row on.
Taking the question to another level of the sport, except for the seat of the coxswain, the rowers seats are on two rails. With one on each side of the seat, that allows the rower to slide forward and backwards. This increases the strength of each stroke, by the leverage it provides.
