The PA announcer used to use it as a signal for the music / band to start, so he would pause in between "There's a timeout..... on the field."

Crowds took to screaming "Where?" during the pause, and it sounded like he was answering. "Then the crowd would all go "Ooooooooh."

One of the dumbest sports chant traditions anywhere. BTW: I am borned and raised in Chicago, a hardcore Bears fan, and I still think it's stupid.
