Pressure in a paintball marker is usually referring to the tank, or the gun itself. Only HPA tanks come in variable pressures (3000-4500-5000 psi). The other pressure is controlled by a regulator, which is the operating pressure (150~200 psi) which is the pressure kept needed to fire and re-cock the gun.

Only if it can produce 3000 or 4500 PSI . Take it to a paintball store and normally they give you a fill for a dollar or so. If you are playing and you need to refill, go to the refill station, attach the fill hose to the air nipple while the tank is on the gun, press the lever or button until it is filled at the correct pressure.

a cheap 3000 psi tank can be purchased at your local sporting goods store and is 35-40 dollars. A good 4500 psi carbon fiber tank can cost upwards of 150 dollars
you can... have fun.... send pictures - cos the pressure coming out is about 150 PSI and might just blow your teeth into the back of your skull, but if needed, you CAN (in small bursts) breath directly from the tank. at depth burst air into the cup of your hand and breath indirectly off of that. but it is SOOO much easier and more fun to SCUBA if you have a regulator on the tank to bring the pressure down to Ambient pressure which is constantly changing by depth.
