No.If we're talking about a road racing bicycle a nice one will weigh less than 7 kg (7 000 grams), about 14-15 pounds. A fitness level road bike will be around 8-10 kgs.

300 grams is about the weight of a regular saddle.

Depends on what kind of racing it's meant to be used for. A road bike according to the UCI regulations must weight 15 pounds or more. A DH MTB can easily weigh the double.
