Stalin promised to hold free elections in the parts of Eastern Europe that were under his control. But he did not keep his promise. Instead he proceeded to establish Communist governments in the nations. He wanted to make the Soviet Union the world's dominant power.

The Bolshevik slogan "Peace, land, bread!" more or less sums it all up. They were for ending the war, giving land to the peasantry and also promised to finally convene the Constituent Assembly which they later dissolved as it was incompatible with the rule of the Soviets. "All power to the Soviets!" was another Bolshevik slogan/promise.
