If this includes coaches and administrators, Penn State is probably up there. Iowa has had a fairly large number of players arrested. While the NCAA might track this, I don't believe they release it, and it's doubtful that there is a reliable statistic available to the public.
today on ESPN it was stated that the UF of Florida had 30 arrests involving 27 players during Urban Meyers tenure (the last 6 years) not sure if that is the most, but it seems like an awful lot
You can enter the NFL Draft with three years of college education. Many football players will redshirt as a freshman which is the NCAA legal way of giving a student five eligible years of football at college. You may see people enter the draft as a sophomore, however the redshirted so it is actually their 3rd year in college.
