It all depends on the C02 cartridge. If it's a small 12 oz cylinder, then the answer is NO.
You don't- and trying to do so is very dangerous. When inserted into the device- such as a CO2 powered gun, the cartridge is penetrated by a portion of the gun. If you do not have instructions for the device, go on line and find a user's manual.
You should get around 25-40 shots. Though this depends on the type of BBs, the type of gun, and the type of CO2 Cartridge. Luckily, the Cartridges are very cost efficient.
Assuming the choice is between a CO2 cartridge inflator or a regular pump, then the CO2 is faster. If the choice is between a CO2 cartridge inflator and a stationary air compressor then it's no difference. The tube/tire doesn't really care which to any important amount, as long as you're not overinflating.
