I can see the logic. However, if football were the cheapest, then the same could surely be said for many other ball sports... rugby, handball, Basketball, cricket, tennis...
If someone were looking to play a sport, properly, but just for fun on an occasional basis, I would imagine a one-on-one sport would be easier to organise and play, and cheaper too. For instance: tennis, squash, Table Tennis, darts, Chess...
However, cycling would have to be a good all-rounder. Apart from the initial outlay to purchase the bike and some accessories (and you can get an entry-level bike for quite cheap), there are very little ongoing costs (a puncture here and there at worst hopefully). It's also a sport that you can do on your own or with others, whenever and pretty much wherever you wish. You can take it leisurely, set yourself challenges, or even race. Above all, it's very good cardiovascular activity, helps build leg strength and you can get to see some spectacular landscapes if you choose your route well. So it's cheap, fun, good for you and is an option entirely flexible to your needs.
