packer boots were originally army issued boots (prior to WW1and discontinued during the early ,days of WW2) ,worn by soldiers after mustering out and modified for western use. they were excellent for both riding and walking, particularly in mountainous terrain. The term "packer" was brought into parlance as a way of describing someone such as a miner who used pack animals, thus his footwear.
