No, your mother's first cousin is your first cousin once removed. Her second cousin is your second cousin once removed. Your mother's sister is your aunt.
In the sense of what is the name of the relationship, that would be "second cousin-in-law", though if you are that close to your second cousin and his wife, you could just say, "cousin". In the sense of how you would address her, it would be the same as with your second cousin. Just the name that she goes by. After all, "second cousin", or even "cousin", isn't a title like Uncle or Aunt is.
Your father's brother's son is your cousin or first cousin.
Your aunt's daughter would be your cousin. If you are related to your aunt by marriage and not blood, then her daughter could be considered your step-cousin.
The English language does not have a widely accepted relationship term for the husband of your first cousin. That person is not considered to be related to you. If you must describe him other than by name, you might call him your "cousin's husband." Some people use the recently invented term "cousin-in-law."
