Yes, I'd say it is dangerous.
If you surf, there is a good chance that you will fall off of the board. Ocean swimming is much more difficult than swimming in a pool. The waves and currents are changing. If you fall off, there is a period of disorientation and slight panic, even for good swimmers, so for a weak swimmer, this could spell disaster.
