Best Answer

Yes Middlesbrough is in North Yorkshire and always has been - the river Tees forms the historical border between Yorks and Durham. Middlesbrough is a unitary council as is York and not controlled by North Yorks County council but for ceremonial purposes still resides under North Yorks control.

Who policed North Yorkshire in Victorian times?

The North Riding of Yorkshire was a county in its own right with its own county constabulary (police force). Until the creation of country councils in 1889 it was overseen by the magistrates (justices of the peace) in the county. Larger towns, like Middlesbrough, had their own police force.
