Sometimes. Refs call charging foul when a player on the other team sees you coming his way with the ball. That player has to plant his feet into the ground, and not move to make the other player foul. If the player (player with the ball) bumps the other player (the player without the ball) knocking him over, a charge will be called. But that player cannot move his feet, he has to take the contact. However if you step in front of the player with the ball and he knocks you over, it's a blocking foul which will be called on the player who stood in the way, the player without the ball.
If the foul was committed in the act of shooting the basket counts. If the foul occurred before the shot was taken the basket does not count.
No, the thought being that the foul did not allow the player to have a fair attempt at making the shot.
technical is first
Not unless the other is in double bonus, or they attempt a shot.

Free throw or foul shot
A foul shot is a shot that a player is granted if he/she is fouled while shooting the ball
The the first foul that occurs should be the called foul. Under BCA and APA 8 Ball rules, multiple fouls, which can include a scratch, cannot be assessed and only one foul can be called. Except on the break, a scratch is defined as a type of foul. The shot must be a legal shot to foul, and if the break is not a legal break, no foul can occur although a scratch can occur.
In basketball, a foul shot taken from the foul line is worth 1 point. A field goal, shot in normal play is worth 2 points. A shot taken outside the 3-point line will earn the successful attempt three points.
