technically, yes. A penalty is where there is a fault inside the goal lines, and the ref stops the game so one forward player can kick it into the goal net.

Surely depends on if it goes in or not - or at least would've done if somebody didn't clear it off the line after hitting the woodwork! If it is - or would've been - a goal, it's on target. If it bounces back out without crossing the line (and wouldn't have if cleared) it's off target.
