If any website has free music in which it has not already been bought, it is considered illegal. I formally used the "legal" website singingfish.com. This website was in fact legal and I was never charged (I also knew of many people who also used it), but it was bought about a year ago by AOL. My answer would be to find some background knowladge on ez-tracks.com before using it, then make your decision.
