There's no such thing as breasts that are too big. You're going to get what you're going to get, but if you are wondering if 36 DDD are larger than normal, than yes. Most girls at 13 haven't matured fully so they tend to be anywhere from a AA to a very small C cup. The band size of 36 is within the normal range though. At 13, you are still very young and should have decent back support to hold up a large chest, but many women with such a large size at such a young age end up with back problems. If severe enough they sometimes seek out breast reduction. My suggestion is because you are so young to talk to your parents or even your doctor about your feelings on the size to let them know what you think. It can't hurt.

Depends on the age of consent in GA. Many states have the age of consent at 16 while others at 18. If it is 18 in GA that means the 16 year old is a minor and it is illegal. The big question here is why a 40 year old person would be interested in a 16 year old. The age difference is too big for there to be much in common and life expereince is a big part of a relationship. The 40 year old is old enough to be the parent of the 16 year old.
