The teams RPI (Ratings Percentage Index), SOS (Strength of Schedule), Key losses, Key wins, how the team peformed in their respective conference (Big XIII, Big 10, etc.), their performance over the last 12 games, amongst many other deciding factors; yet, these are the greatest factors. In fact, if we look at most of the teams in the tournment, they all succeeded in a good majority of the following categories.

The top ranked play with the most ranking points will receive the top seed. Then the person with the second most points will get the 2 seed. etc. The 1 seed playes the last seed. The 2 seed pkayes the second to last seed. etc.
A team's initial placement in tournament brackets is where that team is seeded. not seated.
The best record is the 1 seed, the second best record gets the 2 seed and so on. If there is a tie in records, the team with the better head- to - head record gets the better seed
