I believe you are describing "Advantage." If a player is fouled yet his team has a good tactical situation (read: "scoring chance"), then the referee has the option to delay calling or even ignore the foul entirely. If the attacking team loses their advantage quickly (2 to 3 seconds), then the referee will stop the game and award the direct free kick. If they continue to press their advantage then the referee will drop the issue entirely, although with a few, choice words to the defender who committed the foul (likely followed with a caution at the next stoppage).
The purpose of this is to disarm the tactical fouls that defenders make in order to stop a dangerous attack. If an attacker chooses to play through it, it is unfair to stop the attack and let the defense reset.
the saints got the first penalty
It would depend on who committed the foul. A foul committed by a defender, against an attacker, in the penalty area is a penalty kick for the attackers. A foul committed by an attacker, against a defender, in the penalty area is a direct free kick for the defense.

In basketball, an intentional foul is deliberately committed by a defensive player with a purpose to stop the play. The penalty or penalties of an intentional foul are foul shots from the fouled player in exchange for ball possession.
International Human Rights Law (see International Covenant on Civil and Political Rights). Also, International Humanitarian Law (see Geneva Convention IV) governs certain aspects of imposing the death penalty in occupied territories.
It is the same as if you actually committed the robbery yourself.
how the law consider that a person committed theft
If a foul is committed inside the goal area then it is also inside the penalty area. Any foul normally punishable by a direct free kick that is committed inside the penalty area by the defense is changed to a penalty kick.
The penalty was for offensive holding, which is a 10 yard penalty when committed in the field of play, but results in a safety if called in the end zone.

When a foul, specifically a direct free kick offense, is committed by a defender, against an attacker, in the penalty area.
Yes it is. It's the penalty of death for a committed crime.
