Goaltending my friend, or basket interference. Either way, it is very much illegal
The board above the basket is called the backboard.
In order to dunk a basketball, you have to first be able to jump high enough to be able to get your hand above the rim of the basket. Dunking, then, is forcing the ball down through the basket from above as opposed to shooting a basket which involves arcing the ball up and into the basket from below.

According to NBA Rule 1, Section B, Article 5: "Each basket ring shall be securely attached to the backboard with its upper edge 10 feet above and parallel to the floor and equidistant from the vertical edges of the board." The upper edge of the ring is 10 feet above the floor. The net hangs down well below the 10 foot mark.
