Yes and no. The money the football program actually generates is only a fraction of the athletic revenue. Most of the money nowadays comes from conference profit sharing and television contracts. Those funds, however, are usually generated and driven by the football programs. So, the football program does provide the lion's share of the money, from a certain point of view.
I heard something about the University of Texas Athletic Department shutting down for a while to "get things straight" in the financial department. Something about dishing out more money then their is coming in.
